Established in 2017 Elite Restoration & Construction Services is a full-service restoration company operating 24 hours a day, 7 days a week. Devin M Lurie President and CEO of Elite Restoration & Construction Services has been in the property restoration industry for more than 20 years. He owned and operated a successful company he established in 2001, then was acquired in 2015 by the second largest restoration company in the nation. Devin has taken his more than 20 years of experience and developed a proven process that is highly effective in delivering cutting edge restoration techniques, responsible claim management, technology deployment, construction planning & project management, and most important, the customer’s experience.

Elite Restoration & Construction Services is certified by the IICRC (Institute of Inspection Cleaning Restoration Certification) in water damage restoration, mold remediation, and fire & smoke cleaning. Elite Restoration & Construction Services is licensed by the CSLB (California State License Board) in B-1 General Building and C-33 Painting & Decorating. Additionally, Elite Restoration is certified by the EPA (Environmental Protection Agency) RRP Lead Renovation.

Devin M. Lurie

Devin Lurie learned the restoration business from the ground up. In 1995, fresh out of high school in Orange County, he took a job as a painter’s apprentice with a restoration contractor. Within two years he was a journeyman painter, and the time he spent in the field taught him how buildings come apart and how they get put back together. It also showed him what property owners go through after a loss. He moved into project management, and at 23 he founded Empire Construction & Technologies, which he led as President and CEO for more than two decades.
Under Devin’s leadership, Empire became one of the most respected names in Southern California insurance restoration. After joining Contractor Connection and the other major national TPA programs in 2006, the company earned Contractor Connection’s Excellence in Achievement Award for 12 consecutive years. That placed Empire among roughly 200 top performers in a network of more than 5,000 contractors. Empire also won the Contractor Connection Western District Award in 2009, 2014 and 2018, and the USAA Excellent Member Service Award in 2015 and 2017. Through all of it, Devin kept pushing for better ways to handle water mitigation and mold remediation, restoring materials instead of replacing them whenever possible, and cutting claim cycle times for carriers and policyholders.
Devin went on to build Elite Restoration & Construction Services, and in November 2025 Elite was acquired by 360 Fire & Flood. For Devin, joining 360 means putting the local relationships and hands-on culture he spent his career building together with the reach and resources of a larger team that works as One Team, One Company, One Vision. He holds California General Building and Painting & Finishes contractor licenses, IICRC certifications in Water Damage Restoration, Applied Structural Drying, Mold Remediation, and Fire & Smoke Cleaning, and EPA RRP certification. He still leads the way he started: build strong teams, take care of customers, and keep raising the bar for the industry.
